This is toy #8, Siren Hat, one of eight separate pieces that could be combined to assemble the larger Inspector Gadget action figure. The toy remains sealed in its original factory polybag and appears unused. The 1999 McDonald’s promotion required collectors to obtain all eight parts to complete the figure.
